The Kankakee City Council approved an ordinance prohibiting the sale of kratom, delta-8 and other novel synthetic psychoactive products within the city, with the ordinance set to take effect 30 days after adoption to allow time for notification and compliance.
Council members said the move follows presentations and testing that city officials and the coroner described as showing high concentrations of psychoactive substances in products sold at local retailers. Mayor Christopher W. Curtis and aldermen said the ordinance is intended to protect youth and others from unregulated products that resemble candy and are marketed to teens.
City attorney Langware confirmed the ordinance committee asked that the ban be effective 30 days after passage so the city can notify retailers and give them a compliance window. Several aldermen said they expect other communities in Kankakee County to adopt similar rules while they await any state action; speakers noted the state legislature has considered similar prohibitions but has not completed action.
The council moved to suspend rules and place the ordinance on final reading the same night. The roll-call vote recorded 13 ayes, 0 nays. Aldermen said enforcement and business notification would begin after the 30-day effective period specified in the ordinance.
