The Kankakee City Council voted 13-0 to approve an ordinance (PB 2025-2-1) granting a conditional-use permit to Harbor House to expand its domestic-violence shelter at 2391 East Court Street.
The expansion proposal, presented by Director King, calls for a 12,130-square-foot building to add shelter rooms and office space, plus an expanded surface parking lot, an accessory garage and stormwater facilities. Director King told the council the Planning Board held a public hearing on Feb. 11 and recommended approval, 5-0, with conditions.
Mayor Christopher W. Curtis and several aldermen praised Harbor House’s work. Alderman Jones moved to suspend the rules to allow final passage that night; the motion was seconded and carried. The motion to place the ordinance on final reading was also approved and the ordinance was adopted by roll call, 13 ayes, 0 nays.
The city’s staff and the Planning Board had fielded one property-owner concern about driveway access; Director King said that owner had no further questions after review. No formal amendments to the ordinance were recorded in the council’s discussion.
The ordinance does not set a construction start date in the council record; council members urged continued city support for Harbor House’s services countywide.
Votes at a glance: PB 2025-2-1 — conditional-use permit for a domestic-violence shelter expansion at 2391 East Court Street — motion to suspend rules (mover: Alderman Jones; second: Alderman Talley) and motion to adopt on final reading (mover: Alderman Jones; second: Alderman Talley) — roll-call outcome: 13 ayes, 0 nays; ordinance adopted.
Officials and staff said Harbor House will manage required stormwater and parking changes and that the Planning Board’s conditions remain part of the approval. The council did not set specific timelines for the construction or identify permitting milestones in the meeting record.
The council’s action allows Harbor House to begin the municipal approvals needed to move the project toward permitting and construction.
