Arizona House Rules Committee votes 8-0 to recommend 19 measures as constitutional and in proper form

The Arizona House Rules Committee voted 8-0 to recommend that a package of house bills and two house concurrent resolutions be treated as constitutional and in proper form.

The committee’s rules attorney told members the rules office had reviewed each measure listed in the committee’s mass motion and found them constitutionally compliant and in proper form. The mass motion covered a series of house bills (listed in the meeting record as: 20 43; 20 1 30 8; 20 1 90; 20 1 90 1; 20 2 17; 20 2 50 9; 20 2 60 3; 20 3 70 8; 20 3 80 1; 20 3 80 4; 20 4 50 5; 20 5 40 4; 20 7 30 6; 20 7 80 9; 20 8 19; 20 8 50 2; 20 8 70 8) and house concurrent resolutions 20 20 and 20 53.

The motion to recommend the listed measures as constitutional and in proper form was made during the committee meeting, followed by the rules attorney’s statement confirming the office’s review. The committee recorded an aye vote from each member present: Representative Carbone; Representative Contreras; Representative Veil Los Santos; Representative Mathis; Speaker Montenegro; Representative Willoughby; Vice Chairman Carter; and Chairman Hendricks. The tally was eight ayes, zero no votes, and no abstentions recorded.

Committee approval at this stage is an internal procedural determination that the measures meet constitutional and drafting standards required for further processing; it does not itself enact policy or change the content of the bills or resolutions. The committee adjourned without additional debate on the measures listed in the mass motion.
