House backs memorial urging federal action on aging San Carlos irrigation power system

The Arizona House of Representatives voted to advance House Concurrent Memorial 2009 on Feb. 27, urging federal engagement and steps to improve or divest the San Carlos irrigation project’s electric power system.
Sponsor Representative Martinez said the memorial asks Congress and federal agencies to begin a process to move the San Carlos system to more stable, modern providers because the Bureau of Indian Affairs-operated grid is aging and underperforming. “This does not only affect the Gila River and San Carlos tribes, but it also affects the communities of Casa Grande, Coolidge, and Florence,” Martinez said during floor remarks.
Representative Neil Carter, who spoke in support, described stakeholder meetings in Florence and said the issue affects reservations and surrounding communities. He urged colleagues to support the memorial, saying it seeks coordinated federal and local solutions to improve reliability and long‑term investment.
Representative Martinez said the office has been working with members of Congress on the issue, naming Representatives Eli Crane and Paul Gosar as congressional partners on the matter.
The committee of the whole recommended the memorial do pass and the House approved the committee report by voice vote; the measure was referred to engrossing for further processing.
