Lynn City Council approves multiple budget transfers, new transfers and licensing items

At its Feb. 11 meeting the Lynn City Council approved a set of budget transfers and new transfers covering a range of city departments and capital needs, and the council's licensing committee granted several licenses and event permits.
Council finance and committee reports listed transfers approved by roll call that included millions in public safety and facilities funding and multiple smaller certified transfers. Items read into the record included transfers such as $2,200,000 for Lynn Police/Lynn Fire public safety dispatch system; $1,000,675 for the 100 Bennett Street build‑out; $1,000,000 for police and fire compensation buyouts; $595,000 for Lynn Classical heating system; and other transfers supporting school system repairs and parks work. The council also approved new transfers from reserve including $50,000 to animal care, $25,000 to DPW for Flax Pond algae treatment and $60,000 to DPW for parks repairs, among others.
The transcript contains the reading of the list of transfers and a roll call vote recorded by the clerk. A block of certified transfers and new transfers were motioned, seconded and approved by roll call at the meeting.
Separately, the licensing committee approved individual licenses and license renewals for taxi and other operators, multiple single‑event facility uses (including the Easter foyer schedule April 15–18 and Student Government Day on April 8), and several canning/camping dates for community groups; those committee approvals were reported to the full council as having carried.
The council did not record any further conditions on the transfers in the public transcript; departments will execute according to the usual finance and procurement rules.
