County programs federal aid for bus-stop safety standards, advances Good Hope side‑path closure

Montgomery County staff told the Transportation and Environment Committee on March 3 that the County Executive’s amendment to the FY25–30 CIP adds $560,000 in federal aid to the bus stop improvements program to develop Vision Zero-style standards for access, lighting and other safety features around bus stops. County staff said the award remains unexecuted; the department will not expend the funds until the grant agreement is fully executed.
The committee also reviewed the Good Hope Road shared-use path, a new 8-foot-wide side path along the west side of Good Hope Road that runs roughly 4,500 feet from Windmill Lane to Rainbow Drive in Cloverly. Construction is underway and staff said the project is expected to be completed before the end of the fiscal year. To close out the project, the executive recommended transferring GEO bond funds from a completed Beach Drive project; committee staff supported programming the $350,000 transfer to finish construction and pay outstanding bills.
Background and prioritization: Committee members requested how staff prioritize bus stop upgrades. Staff said the county continues to prioritize locations with high ridership, available right-of-way and constructability; a consultant study and an Inspector General review are informing a formal prioritization framework. Staff noted some stops fall back in the program when property owners in prescriptive right-of-way are not cooperative with additional improvements.
Council action: Committee members expressed support for moving the Good Hope project to final closeout and for programming federal aid into bus-stop safety work, while noting that disbursement is contingent on grant execution. Staff reiterated they would not execute grant-funded work until award documents are signed.
