Residents press for clearer capital-asset inventory; council asks staff for more accessible capital-plan data

A resident and several council members on Feb. 24 called for a more accessible and comprehensive presentation of Troy’s capital assets and long-term capital needs after a recent staff briefing.
Public commenter Alex Karpowitz said he examined the city’s 2040 master plan and the 2024–25 capital budget packet and could not find clear information on asset utilization or a consolidated inventory. He highlighted a $1.2 million retaining wall on Boland listed in the presentation and said citizens need a 20-year, holistic view of city assets and their remaining useful lives to assess funding needs.
Council members agreed more public-facing, digestible information is needed. Council member Hamilton said staff should publish capital-plan materials and historical spending in a format residents can readily review and compare with other communities. Mayor Baker and others said the city’s electorate expects detailed, accessible information and praised staff for working on the material.
City Manager Frank Nastasio previously recommended two special meetings: one to continue EMS feasibility discussion (proposed March 10 at 6 p.m.) and a second closed session for personnel evaluations (proposed April 2 at 6 p.m.). Council members said further capital discussions and materials would continue through the spring and summer as staff refines details.
No formal vote was taken on capital-plan changes; the discussion signaled a council direction to make capital information more transparent and user friendly.
