Lincoln County adopts 1-and-6-year road improvement plan after public hearing

Lincoln County commissioners on Monday adopted the county's one- and six-year Road Improvement Plan after a public hearing and presentations by the county highway department.

The county's highway superintendent, Jason Schultz, told the board the plan documents completed projects, carryovers and a prioritized list of proposed paving, mill-and-overlay and rebuild projects for the coming year and the next six years. After the presentation and public comment, the board voted to adopt the plan.

Schultz said the highway department distributed printed packets and displayed a map and slides that list last year's completed work (including the North Sublin Bridge and mill and overlay projects on North Maxwell Road), projects carried over for completion this year (South Somerset Road, Power Road and North Buffalo Road) and a one-year slate that includes subdivision overlays, mill-and-overlay stretches and several larger rebuilds. He told the board the department is increasing preventive maintenance (crack sealing and seal coats) to extend pavement life.

The plan—overs: carryover completion of South Somerset Road (one mile remaining, estimated $25,000'0,000 for that mile), subdivision overlays (Fairway Estates, Prairie View Acres West, Calvary Hills), multi-mile mill-and-overlay projects (including a 6-mile completion of North River Road and work on North Brady Road and Suburban Road), bridge and culvert replacements, and a Birdwood Overpass maintenance and repair project to be put out to bid. Schultz said Birdwood Overpass work will be staged to keep traffic moving, likely with one-lane traffic control and temporary signals.

During the hearing resident Michael Cook spoke at length about Eugene Avenue, urging the county to address repeated pavement delamination, truck traffic and right-of-way constraints. Schultz and commissioners discussed that Eugene Avenue presents right-of-way and storm-drainage complications and that full reconstruction will require coordination with the City of North Platte and possible right-of-way acquisitions.

Commissioners praised the highway staff for the outreach and photos of completed projects. After taking public comment and closing the hearing, a commissioner moved to adopt the one- and six-year plan; the motion carried by roll call vote.
