South Lyon council approves solar flashing crosswalk beacon, sets budget meeting dates and reappoints commissioners

The South Lyon City Council on Feb. 24 approved the purchase of a Karmana solar LED flashing crosswalk beacon system for the Huron Valley Trail crossing at 11 Mile and set dates for upcoming budget meetings, while also approving a consent agenda that reappointed several residents to city boards and commissions.
Council member Glenn Bogart moved to purchase the Karmana solar LED flashing beacon system from Cary and Gable; Council member Hanson seconded. The council recorded the purchase price as $13,596.10; the city’s share was listed as $6,798.05 to be paid from Major Street operations, GL account 202474740. The city staff said delivery is expected in four to six weeks and that the Department of Public Works will pour concrete and handle installation once weather allows and after obtaining an Oakland County permit. The council approved the purchase in a roll-call vote; members recorded voting yes included Council members Kurzweil, Hanson, Bogart and Mosher.
The consent agenda, approved earlier in the meeting, contained multiple reappointments to the city’s boards and commissions. The mayor named appointees and council approved reappointments including Scott Lanham and Steve Mosher to the Planning Commission; Denise Semien, Diane Beagle and Jody Van Duinen to Parks and Recreation; Ken Michalik to the Cultural Arts Commission; Rich Perry to the Cable Commission; Phil Weipert, Susan Martin and Linda Ross to the Historical Commission; Steve Mosher, Brian Dunn and Ryan Denske to the Zoning Board of Appeals; and Judy Siebert to the Board of Review. Council approved the consent agenda by voice vote.
Council also voted to set two budget meeting dates. The council approved a pre-budget meeting for Tuesday, March 4, 2025, at 5:30 p.m., to discuss parking and parks, and a first budget workshop for Wednesday, April 16, 2025, at 5:30 p.m. The motion to set those dates was moved by Bogart and seconded by Mosher; a roll-call vote recorded unanimous yeses from members present including Kibble, Mosher, Bogart, Hanson, Delk, Kurzweil and Kennedy.
Why this matters: The crosswalk beacon purchase is a capital safety investment on a major multiuse trail; the budget dates set the timetable for reviewing the city’s 2025–26 spending priorities; and board and commission reappointments maintain the volunteer panels that advise city government.
The council did not amend the crosswalk purchase amount or change the funding source during the discussion. City staff noted coordination with Lyon Township on the crossing and that the beacon model matches units already installed elsewhere in the city, allowing parts interchangeability. Installation timing depends on delivery and suitable weather for concrete work.
The council will consider the TIF and development plan update and other agenda items at future meetings; the crosswalk equipment is expected to arrive in four to six weeks and be installed thereafter.
