Committee advances three citywide auto-wash contract increases to formal session
Summary
The committee sent three contract amendments for citywide vehicle-wash services to the formal session with a recommendation to approve; staff said the increases respond to higher-than-estimated usage and vehicle types not suited to the city's heavy‑duty in-house wash.

The Budget, Finance and Audit Standing Committee voted without objection to send three Office of Contracting and Procurement contract amendments for citywide auto-wash services to the City Council formal session with a recommendation to approve.
The three amendments, read into the record by staff, are: contract 6005798-81 (Downtown Auto Wash) — increase $75,185 for a total of $156,493; contract 6005799-81 (Star Auto Wash, Inc.) — increase $60,390 for a total of $137,490; and contract 6005856-A11 (Grand River Car Wash and Oil Change, d/b/a Legends Grand River) — increase $11,226 for a total of $67,131.60. Arnitta Clark, speaking for contracting staff, said the original estimates understated the frequency of washes.
Jarrell (Jerrell) Harris, deputy director of the General Services Department, told the committee the city's in-house wash facility is designed for heavy-duty vehicles and larger industrial equipment, and that smaller sedans and SUVs used by some departments are better suited to off-site automated washes. "The machinery is ... designed for our heavier duty vehicles; it will cause damage to smaller vehicles," Harris said.
Chair and members asked GSD and contracting staff to be available for formal session questions. The committee made the referral to formal by unanimous consent.
Ending: The committee's action advances the three contract amendments for formal council consideration; contracting staff and GSD should be prepared to answer operational and cost questions at formal session.
