Commissioners add Scenic Loop to six-year transportation program; award hot-mix and emulsified-asphalt bids

Wallowa County commissioners on Feb. 10 adopted an amended six-year Transportation Improvement Program (TIP) that includes the Scenic Loop project and awarded two pavement contracts after bid openings.
During a public hearing with no public speakers, Dan Mack, interim public-works director, said the Scenic Loop item had been accidentally omitted from the current TIP and needed to be added to allow consideration for upcoming funding. The board voted 3-0 to adopt the amended six-year program.
In procurement action, the county opened bids for drilling, blasting and crushed rock for the Sims Pit maintenance rock contract and received a single bid from De Atley Crushing Company for $1,556,940. Dan Mack reported the engineer's estimate was $834,000.
The board next awarded the hot-mix asphalt contract to Humbert Asphalt Inc. (Milton-Freewater) after two responsive bids were evaluated; the motion to approve the award passed 3-0. The board also awarded the emulsified-asphalt contract for the county’s chip-seal program to Aragon Asphalt and Emulsified of Pasco, Washington; the motion passed 3-0.
Dan Mack said the county will return to routine project scheduling and provide updates to commissioners as funding opportunities develop. No substantive public testimony was received during the TIP hearing.
