Chamblee ' During public comment at the council's February meeting a resident who identified himself as homeless described personal experiences and concerns about bystander inaction in violent incidents, and a homeowners association president asked the council to address a persistent flooded dumpster drain that prevents trash collection at PML Lofts.
"Hi. I'm Kevin Baker, and I'm a homeless man sleeping on a bench," the commenter said, proceeding to describe incidents he had witnessed and his view that community members sometimes do not intervene.
Christopher Polera Umania, identified himself as the homeowners association president for PML Lofts at 5200 Peachtree Road and asked the council to "put the past behind us, and help us fix our dumpster drain." He said the drain was cut during trail work about a year earlier, that the area floods with every rain and that engineers and staff have previously contacted the property seeking approval but the issue remains unresolved. "Please, we want to work with you, but we are tired of waiting," Polera Umania said.
The presiding officer opened the public-comment period, explained the three-minute limit and the council heard both comments. No immediate council decision on the dumpster-drain request was recorded in the meeting minutes; the item was raised as a resident request for staff follow-up.
