LaSalle council approves routine contracts, awards Rotary Park lighting bid and ratifies social-service MOU

The LaSalle City Council on an otherwise routine agenda approved a set of contracts and pay requests, accepted a planning commission resignation and ratified a memorandum of understanding with Tri-County Opportunities Council that will formalize referrals for community services.
Councilors voted to award a $14,400 contract to VJF Contracting Corporation for Phase 4 pickleball lighting at Rotary Park and approved pay requests for ongoing public-works projects, including a $74,568.60 payment to Visserink Construction for work on the east wastewater treatment plant gate replacement and a $30,677.71 final payment to Sewer Tech LLC for a 2024 sewer cleaning and televising project. The council also voted to reject the bid proposals received for the old city public-works building at 500 Second Street and leave the property open for future proposals or direct approaches to the council.
The council accepted the resignation of planning-commission member Don Speyer and placed it on file. City staff said Speyer cited health reasons in his notice to the city.
Councilors also approved an ordinance ratifying a memorandum of understanding with Tri-County Opportunities Council under the federal Community Services Block Grant (CSBG) program. City staff described Tri-County as a local provider that can assist residents with utility-payment assistance, housing repairs and related services and said the MOU mostly formalizes referral practices the city already uses. "They do assist residents who are unable to pay their utility bill," a city staff member said during the meeting.
Council business concluded with acceptance of the submitted bills totaling $644,585.04 and a motion to adjourn.

The council held little debate on the items and most votes were taken by roll call as routine consent business. City staff said additional discussion on the old public-works building will occur if new proposals arrive or if council directs staff to issue another RFP.
