Oklahoma County commissioners approve grant spending, vehicle purchases and routine contracts

The Oklahoma County Board of Commissioners approved several administrative and spending items at its Feb. 28, 2025 meeting, including agreements to spend remaining fiscal-year 2024 mental-health grant funds, the purchase of three vehicles using Volkswagen settlement funds, county road work authorizations, and a contract change for the Public Building Authority.
The board approved an agreement to account for the remainder of FY24 funds from the State Department of Mental Health and Substance Abuse (identified in the meeting as savings from "07/8781"). The county had entered into a four-month contract with the public defender's office to distribute initial funds; the agreement before the board covers the remaining eight months (July 1 through Feb. 28) and staff said the public defender's office is preparing invoices to submit to the state. "Due to the cyclical nature of the way these funds come in... we're gonna have to do these agreements that are, like, 4 months and 8 months unless the state starts getting that money out to the counties quicker," a county staff member said while asking the board to approve the agreement.
Also approved was a request from District 1 to use Volkswagen settlement funds to acquire three vehicles for district use. A commissioner noted the county has received about $1.2 million from the settlement and said, "as far as I know, we're the only county in the state that's actually taking advantage of this." (The speaker was not named in the transcript.)
The board approved road work for District 2, listing Abua Road, Tim Holt Drive and Para as projects included. A motion to "display subject to any unpaid taxes" was also approved; the transcript did not provide further detail on the affected property or properties.
Separately, the Public Building Authority approved a reduced-fee contract amendment with GH2 for the build-out of the JJC project (Juvenile Justice Center). The authority said reductions in scope included some card-reader electronics and that the authority added a parking study to inform needs and costs. The authority voted to approve the amended contract and accepted the savings.
What it means: The approved mental-health agreement covers the remainder of FY24 funds and sets up a process for invoicing the state; the Volkswagen settlement funds continue to be used for county vehicle purchases; and the Public Building Authority is pursuing scope adjustments and a parking study to refine the JJC project plan.
