The Fortuna City Planning Commission approved design review for Casa Park Homes, a proposal to convert a vacant 3,200-square-foot commercial building at 365 North Fortuna Boulevard into up to four residential units, at its meeting. The commission also approved the meeting consent calendar.
City Community Development Director Sherry Meads told commissioners staff reviewed the project and recommended approval with conditions. Meads said the design review covers exterior changes, landscaping, Americans with Disabilities Act accessibility improvements and additional parking; interior remodel work is not within the design-review scope. “Staff recommends that the project be approved with the conditions of approval included in the resolution,” Meads said.
The commission found the project exempt from the California Environmental Quality Act because the conversion involves only minor exterior modifications and does not exceed four dwelling units, a threshold the staff presentation cited as meeting CEQA exemption criteria. The proposal would repurpose the existing building into four residential units and add landscaping, two large shade trees in front, flowering shrubs, native grass, a monument sign and wall sconces. Staff noted a front drive aisle would remain to allow temporary queuing for recreational vehicles during move-in, per the applicant.
No members of the public offered comment on the item. Meads told the commission the city did not mail notices to property owners within 300 feet for design review entitlements but did publish notice in the newspaper; staff reported no written neighbor comments were received.
Commissioners asked about visibility from the street and whether screening or removal of an adjacent converted commercial building had been planned; staff said the neighboring building will be repurposed for storage and will not be demolished. Commissioners also asked about parking layout and proximity to unit entrances; staff and the project team pointed out the proposed parking locations on the site plan and said two spaces will be close to the front doors with additional parking provided elsewhere on the lot.

At the end of the meeting staff provided general communications, including recruitment for a senior administrative assistant (17 applicants received), and a note that the next meeting may be canceled if agenda items are not ready. A commissioner suggested a bylaws workshop after members attend the Planning Commissioner’s Academy.
