Okanogan County commissioners approved Resolution 21‑20‑25 on Feb. 26, authorizing a supplemental appropriation of $30,861 from the BECCA fund into the county’s current expense account.
County staff explained the BECCA fund had previously operated as a separate fund and was supported in part by a state grant that once covered a full employee position; reductions in the grant have left only a partial funding share (staff reported an illustrative 40‑to‑42 thousand dollar award, covering a fraction of the previously funded position). The county is moving the BECCA beginning fund balance into current expense and placing the appropriated amount into contingency reserve so the county can cover program costs without disrupting payroll.
A commissioner moved and a second supported the resolution; the board approved it by voice vote. Staff said the transfer was a final administrative step to close out BECCA as a standalone fund and to ensure payroll and program continuity while state funding levels have been reduced.
The clerk will record the resolution and the supplemental appropriation in county financial records.
