- Item 2a: Agreement amendment with the Washington State Department of Ecology and Washington State University Extension for drought-related outreach and technical assistance to farmers (no change in amount; extension and higher overhead reimbursement eligibility). Approved unanimously.
- Item 2b: Sublease agreement with the City of Port Angeles to share a storage facility for evidence (city to reimburse half the cost). Approved unanimously.
- Items 2c & 2d: Agreement resubmissions (form changes) with the Washington State Department of Transportation for the South Airport Road resurfacing project and the Dungeness Slough Bridge Replacement project (resubmission on updated federal forms). Both amendments approved unanimously.

- Item 3A: Request for waiver of bid/RFP/quote requirements and a purchase order with Pacific Microrem, Inc. to acquire and service a Smiths Detection 6041 x-ray scanner table for courthouse screening. - Item 5a (Public hearing and resolution): Adopt resolution recognizing debatable emergencies and authorizing budget transfers. The board approved transfers of $150,000 from Parks, Fair and Facilities professional services to general fund reserves for the parks master plan and carried forward $10,484 in Opportunity Fund revenue/expenditure for the Clallam Bay Middle Point pump station. Approved unanimously.
- Budget items (4a–4c): Multiple budget corrections and supplemental appropriations were approved, including a $4,000 permit-center correction (4a); a $150,000 parks professional-services reduction to reserves (4b); and supplemental appropriations totaling the following: Parks & Facilities Capital Projects $150,000; Public Works Clallam Bay Middle Point Pump Station $10,484; Health & Human Services operations (opioid settlement indirect costs) $22,897; Sheriff Emergency Services grants carryover $112,835; and Community Development environmental-quality monitoring $40,000. All passed unanimously.
Process notes and public input
Several residents used the meeting’s public-comment periods to question consultant selection and county spending priorities, to urge more timber harvest revenue for junior taxing districts, to raise property-tax concerns and to criticize county and regional nonprofits. Multiple speakers asked for greater transparency around consultant work and potential conflicts of interest. County staff and commissioners repeatedly emphasized forthcoming public engagement for the comprehensive plan and related elements.
