The Senate Rules Committee voted to advance House Concurrent Resolution 1, a measure honoring Private First Class Shaughnessy Lauren Noble for his service during Operation Desert Storm, after Representative Shelley Boshart Davis and family members spoke to the committee.
Representative Shelley Boshart Davis, sponsor of the measure, told the committee Noble was from Linn County, graduated from West Albany High School in 1990 and enlisted in the Oregon National Guard during high school. She said Noble later voluntarily joined the U.S. Army and deployed to Saudi Arabia in January 1991 for Operation Desert Storm. “It is my honor and privilege to bring HCR 1 forward,” Boshart Davis said.
Family and committee comments A sister of the honoree, identified in the hearing as Ramona, attended the committee meeting. Committee members thanked the family for the service and sacrifice; several legislators, including Senator Manning, offered remarks recognizing the gravity of military service and the family’s loss.
Details recorded in testimony Representative Boshart Davis said Noble trained at Fort Leonard Wood, Missouri, and that he contracted a viral infection while serving and died in April 1991 at age 18. The family chose burial in Sweet Home with full military honors rather than interment at Arlington National Cemetery so he would remain near family.
Committee action The committee moved HCR 1 to the Senate floor with a “be adopted” recommendation. Senator Manning agreed to carry the resolution on the Senate floor.
