County staff recommends sole-source purchase of compact x-ray unit for courthouse single-point entry

County staff on Feb. 18 requested a waiver of bid-or-equal requirements to purchase a compact x-ray machine for courthouse security as part of a single-point entry project.
Staff said they sought a machine of a specific size and support capability; two vendors were located, one on the East Coast and one in Vancouver, B.C. The Vancouver vendor offered on-site parts and the ability to deliver replacement equipment within 24–48 hours, which staff said reduced the risk of prolonged service interruptions. "He could actually get parts replacements or a new machine within 24 to 48 hours," a staff presenter said.
Staff also said the vendor provides on-site installation and training for security officers. A staff presenter noted that a grant source would not allow a lease purchase, and so the county must buy a new unit with grant funds.
Commissioners asked whether a backup machine would be necessary; staff said vendor-leasing options include one-for-one exchanges but the grant required a purchase of a new unit. The machine was said to be ready for delivery as soon as front-entrance construction allows installation.
Separately, staff provided a status update on single-point entry work, saying door manufacturing and contractor scheduling remain the primary outstanding items; the county team will meet again to update county policies and finalize a go-live date.
