Lee County Commission approves bridge grant application, road re-acceptance and several local measures; health-department fee decision delayed

At its February meeting, the Lee County Commission approved a series of motions covering infrastructure, road maintenance and routine administrative matters and postponed action on a proposed county health department fee schedule to allow a public hearing at the next meeting.

Grant application for County Road 318 bridge County staff described a proposed application under the Rebuild Alabama Act annual grant program for a $350,000 request to help reconstruct a bridge on County Road 318 that county staff reported overtops during high-water events. The county estimates total construction at about $625,000 and plans to include a $275,000 appropriation in the next budget year if the grant is awarded. County staff said the existing bridge was built circa 1950, is roughly 50 feet long and carries about 750 vehicles per day; it is currently posted at a 30-ton gross load.

The commission authorized the chairman to sign the grant application. County staff cautioned that the state receives more applications than it awards (roughly 50 projects awarded from about 100 requests the prior year).

Road re-acceptance contingent on improvements The commission voted to accept Lee County Roads 259, 260 and 277 back into county maintenance provided the property owner (named in the packet as Richard Newton) completes improvements to county standards. The resolution included specifications that improvements be built to a minimum 26-foot travel way (leaving a 20-foot paved lane with three-foot shoulders), six-inch crush-run base, appropriate ditches and cross drains, and a cleared 60-foot right-of-way. Commissioners said the county will not accept the roads until the improvements meet the conditions set out in the resolution.

Speed limit reduction for Lee Road 76 The commission approved a county highway department recommendation to reduce the posted speed limit on the dirt portions of Lee Road 76 from 35 mph to 25 mph because of narrow roadway width and increasing residential development.

Avalon Acres subdivision final plat approved After public comment raising drainage and tree-clearing concerns, the commission approved final plat action for Avalon Acres (six lots in Commission District 4, off Lee Road 250 and Lee Road 281). County staff and the developer's representative said construction will require standard erosion- and sediment-control measures, including perimeter silt fence and a construction entrance, and building inspections will monitor best-management practices. Staff offered to send an inspector to the site to review residents' concerns.

Nature preserve parking and maintenance work approved The commission approved county crews to place crusher run and regrade the parking area at the nature preserve referenced in the packet (Auburn University property) after staff said the county has provided this assistance in the past when needed.

Other administrative approvals The commission also approved: a one-day ABC special-event license for Premium Pours Bartending to operate at 21 Acres Event Venue in West Lee County; one education-reimbursement payment for a deputy for a course that met the county's reimbursement criteria; and routine consent-agenda items (minutes and claims). Commissioners commended staff for a recent amnesty day that county officials said ran smoothly and scheduled additional work sessions to refine bulk pickup, tip fee and amnesty-day costs before any policy changes.

Health department fees tabled The commission tabled consideration of proposed Lee County Health Department fee changes after the work session. Staff said the commission wanted a public hearing and will take up the fee schedule after that hearing at the next meeting.

Votes and next steps Most motions were carried by voice vote; no roll-call tallies were recorded in the transcript for these items. Where an item requires future steps, county staff were directed to prepare documentation and, where applicable, to withhold final acceptance until required standards are met (for roads and for grant match budgeting).
