Board creates Fish Exchange and finance subcommittees to expedite budget work

The board approved formation of two standing subcommittees to handle concentrated work outside full board meetings: a Portland Fish Exchange (PFE) subcommittee and a finance committee. Tracy Pierce was named chair of the PFE subcommittee with members including Nick, John Arnold, Matt Moretti, Mary and Rob Odland; the motion also allowed industry representatives and the PFE general manager to participate. The motion passed in a roll-call vote.

Bridal O’Connell volunteered to chair the finance committee, with Rob Odland and John Arnold among members who signed on; Robert Van Meter (PFE general manager) said he could serve on the committee if invited. Members agreed subcommittees would help prepare budgets, review PFE financials and draft recommendations for the full board.

Why it matters: Subcommittees are intended to accelerate budget and merger-integration work, produce detailed financial analyses and reduce the time pressure on full-board meetings.

Meeting and public-notice rules: Members discussed meeting frequency and the public-notice requirement for any gathering of three or more board members (staff noted such meetings must be advertised). The board agreed to aim for monthly full-board meetings for now and allow subcommittees to meet as needed; city staff will post subcommittee meetings and links to virtual participation.

Next steps: Subcommittees will schedule interim meetings to prepare financial reports and a budget proposal for the March full-board meeting. The PFE subcommittee’s first tasks will include assembling financial statements and defining committee responsibilities; the finance committee’s first task is to work with staff and the accounting firm Robert Half on budget projections for FY26.
