Rowan explained that scores submitted by panelists are averaged by Neighborly, staff applies error deductions where applicable, and the city projects can access a smaller city cap of estimated available funds. "So the city projects can access this bottom number of 762," Rowan said (referring to thousands in an internal estimate), and staff noted that based on the rankings "the first, you know, 4 or 5 projects would be funded" under the current estimate, though staff emphasized that the panel's ranking and narrative recommendations are advisory and the city council makes the final funding decision.
Panelists asked whether the panel could recommend redistributing funds among ranked projects rather than simply providing a ranking. Rowan said the panel's letter can call out preferences or highlight project components but that formal funding allocations are the council's authority. Rowan added staff would prepare a draft narrative letter for the panel to review the following week.
Staff also noted the city is waiting on the congressional budget for final federal allocations and that the city's cap assumptions are based on the previous year's receipts.
