Parks staff told the Portland Land Bank Commission that new land‑bank signage has been installed at several preserves and parks, and that the city has seen a substantial drop in recorded outdoor encampments compared with 2023.
Staff reported signs were installed at multiple locations last year and additional installations are planned for the spring, including University Park and Pine Grove. Staff said public response to the signage has been positive.
Parks staff and other city representatives also reported the number of recorded encampments and tents citywide was much higher in 2023 — exceeding 200 and at times reaching roughly 280 — and that the latest weekly report showed 21 encampments across the city. Staff attributed the reduction to a combination of expanded shelter capacity, additional shelter beds approved by City Council (capacity cited as 258 after an increase) and targeted outreach and services from the city's home‑services and parks teams.
Commission members praised the interdepartmental work, including park rangers and home‑services outreach, and suggested the city highlight the progress in future communications. Staff cautioned that the work is ongoing and that some people remain unsheltered.
The parks commission did not meet this month because a scheduled workshop was canceled due to a snowstorm, staff said. Parks staff asked commissioners to circulate any further report updates by email so the item can be added to the meeting record if needed.
