Portland committee votes to track dozens of state bills, backs cannabis revenue sharing, recovery-residence aid and retired-teacher insurance increase

Mayor Mark Dion convened the City of Portland Legislative and Nomination Committee on Feb. 5 to review pending Maine legislation and decide which bills the city should track, support or oppose. "We're convening the legislative and nomination committee today for regularly scheduled meetings to review pending legislation in Augusta," Mayor Mark Dion said at the start of the meeting.

The committee—made up of Councilor Kate Sykes (District 5), Councilor Ben Grant (at-large), guest Councilor Anna Bullitt (District 4), and staff including City Manager Danielle West and city legislative counsel Kate Knox of Bernstein Shore—ran through bills from multiple weekly lists and voted to add many to the city’s tracker for follow-up. "We are at about 560 bills printed, so that's just about 25%," Kate Knox said as she gave an overview of the legislative session and the high volume of bills before lawmakers.

Why it matters: Portland uses the tracker to determine when to prepare staff analysis, coordinate testimony and direct lobbyists or the mayor to act. Committee members emphasized distinguishing operations-focused bills from those of political interest; several members said the city will track politically important bills even if they do not directly affect city operations.
