Committee approves technical updates to FWC trust funds and program authorities in SB 388

Chair Rodriguez introduced Senate Bill 388 and told the committee the legislation clarifies and expands uses of several Florida Fish and Wildlife Conservation Commission (FWC) trust funds. He said the changes are intended to allow more efficient agency budgeting and administration.
According to the sponsor’s explanation, SB 388 would authorize FWC to invest and reinvest administrative trust fund balances and retain balances into the following fiscal year. The bill would also authorize the Florida Panther Research and Management Trust Fund to be used for research and monitoring of feline diseases as well as acquisition of panther habitat, and would permit use of the nongame wildlife trust fund for specified law enforcement purposes and for coordination agreements with related agencies and private landowners to support nongame programs.
The committee did not receive substantial public testimony other than an appearance form submitted by Jessica Melkin of FWC; no additional public witnesses spoke in opposition or to amend the bill. After brief discussion and no recorded debate, Chair Rodriguez closed debate and the clerk called the roll. Senators recorded votes as Yes: Arrington, Avila, Broder, Sigley, Harrell, Polsky, Smith, Rodriguez and Chair Angolia; the clerk announced SB 388 was reported favorably.
Committee members said the bill is intended to provide the agency flexibility to manage trust fund balances and to support research and cooperative programs for nongame species and panther conservation. With the committee’s favorable report, the bill will move to the next legislative stage for further consideration.
