Representative McQueen introduced the resolution, saying it would require an explanatory message from the governor when a bill is pocket-vetoed so the legislature and public are not left without an explanation. Mason Graham of Common Cause New Mexico told the committee that "the pocket veto ability from the governor lacks transparency and accountability" and said a message would ensure the public knows why legislation is blocked. Hannah Burling, co-president of the League of Women Voters of New Mexico, also urged the committee to give the resolution a due pass.
Committee members raised no substantive opposition during the hearing and the chair declared the resolution had received a due pass after nine committee members voted in favor.
