The Kittitas County Board of Commissioners voted to set a public hearing to consider a proposed 30-year lease for Lot H-35 at Bowers Field (Kittitas County Airport) after staff said the parcel's hangar was sold to Cheyenne Air LLC.
Josh Frederickson, Public Works, told commissioners the sale separated one hangar (on Lot H-35) from a two-parcel lease held by a leaseholder who originally signed in 2017. "In September 2017, Tyler signed a lease with the county for two parcels in the aeronautical area of Bowers Field. I built two hangars and has subsequently sold one of them," Frederickson said. He said a new lease for Lot H-35 has been drafted at a starting rate of $0.16 per square foot and staff requested a public hearing to consider the new lease. A related amendment to remove Lot H-35 from the current leaseholder's agreement was scheduled to be considered the same day, Frederickson said.
Frederickson also reported on an audit of airport leases that identified scrivener errors and calculation inconsistencies in Exhibit C (the rental schedule) for the lease covering Lot H-33. He said county staff worked with the leaseholders, Ron and Sonia Mitchell, to correct the errors and proposed a lease amendment to reflect corrected calculations.
The board set a public hearing on the proposed Cheyenne Air lease and related amendment for the same date staff had requested, with the intent to hear public testimony before executing final lease paperwork. Staff indicated the public hearing for the Cheyenne Air lease is planned to be scheduled concurrently with the amendment to remove Lot H-35 from the prior lease.
The vote to set the hearing was taken as part of the consent process and recorded with the consent agenda approvals. No final lease execution occurred at the meeting; the item returns to the board for the scheduled public hearing and formal action.
