Josh Frederickson of Public Works presented the application and said the district previously held a franchise agreement that had expired. Frederickson said the application was reviewed by the county prosecutor’s office, appropriate application fees were collected and that once a franchise is in place, permits will be required to work in the right-of-way.
Following a brief exchange, the board opened public comment, recorded no members of the public present, and moved to approve the franchise agreement. Commissioners voiced “aye” and the motion passed; no roll-call vote was read in the transcript.
The agreement authorizes the district to seek permits to replace or repair infrastructure within the county right-of-way; Frederickson noted permit approvals and specific construction activities remain subject to standard county permitting processes and any conditions of the franchise.
