Kitsap County Hearing Examiner Phil O'Briggs on Feb. 13, 2025 heard a conditional use permit application (file no. 2041514) to convert an existing accessory structure into a 780-square-foot accessory dwelling unit at a 1.21-acre parcel addressed as 2000 Yukon Harbor Road SE in Port Orchard.
Kate Milward, planner with the Kitsap County Department of Community Development, presented the staff report. Milward said the application was deemed complete on June 5, 2024; the county issued a SEPA determination of non-significance on Aug. 13, 2024; and no appeals or public comments were filed. She said the subject parcel is mapped with moderate erosion hazards and that the applicant provided a geologic report; staff conditioned the project to follow that report's recommendations.
Milward said the existing principal dwelling is 1,680 square feet, which sets a maximum ADU size of 840 square feet. The proposed ADU was described in exhibits as 780 square feet and sited about 100 feet from the primary residence, with access from Yukon Harbor Road SE via an existing shared driveway and four parking spaces meeting county standards.
No applicant or members of the public appeared at the hearing. Milward said the proposal meets Kitsap County Code 17.415.015(B) criteria and recommended approval as conditioned. The examiner closed the record and said he will issue a written decision within 10 business days.
Why it matters: The conversion would add a permitted ADU in the Port Orchard area and is conditioned to follow geotechnical recommendations to address mapped erosion hazards.
