Kitsap County Hearing Examiner Phil O'Briggs on Feb. 13, 2025 took testimony on a conditional use permit application (file no. 204206) to construct a new 900-square-foot accessory dwelling unit at a 4.77-acre parcel addressed as 13545 Central Valley Road NE in Poulsbo.
Izzy Lott, associate planner with the Kitsap County Department of Community Development, said the application was deemed complete on Aug. 22, 2024, the county issued a SEPA determination of non-significance on Jan. 7, 2025, and no public comments or appeals were filed. Lott described the proposal as a 900-square-foot ADU with an attached 324-square-foot garage, located about 140 feet from a principal dwelling that is under construction and shown in the record as 2,867 square feet. "The proposed accessory dwelling unit is going to be 140 feet from the proposed single family residence," Lott said, adding that the site has no mapped critical areas and meets rural residential setback and access requirements.
No applicant was present in the hearing room or online. The examiner opened the public-comment portion and recorded no public comments. O'Briggs closed the record and said he will issue a written decision within 10 business days. Staff recommended approval as conditioned; the examiner did not issue a final decision during the hearing.
Why it matters: The project would add one permitted ADU in North Kitsap using existing driveway access off Central Valley Road NE and conditioned stormwater controls, per county code.
