First, planner Izzy Lotz presented the Brown family ADU conditional‑use permit (file 24‑03313). Lotz said the application had been deemed complete, that a SEPA optional DNS process had been used (WAC 197‑11‑355), and that no public comments had been received. Lotz described the parcel, the proposed detached 900‑square‑foot ADU and attached garage, critical‑area mapping, access, and consistency with KCC 17.415.015.B (special ADU criteria). Exhibits 1–15 were admitted into the record; the applicant was sworn in but declined to comment.
