The Planning and Zoning Commission on March 3 approved a replat and preliminary site plan that will create a flag lot with frontage and access to 14th Street to support a proposed administrative office associated with the Rowlett Creek regional wastewater treatment plant. The applicant is the North Texas Municipal Water District. The commission approved staff's recommendation, 8-0.
Planner Destiny Woods described the two-step replat process. On Nov. 18, 2024 the commission approved a first-step replat that temporarily allowed a landlocked lot; the March 3 submittal completes step two by reconfiguring the land to provide frontage on 14th Street and extend security fencing to encompass most of the subject property. Woods said existing gates to the west and north would remain for direct access to the sewage treatment plant and a gate on the property line would be removed and rerouted across the access easement.
Commissioners questioned the type of access easement and whether it included fire-lane or utility functions. Woods said the easement is required to provide access to the lot and also functions as a fire lane; because it is a fire lane the applicant will provide a Knox box to allow the fire department entry. "Since it's a fire lane they're required to have a Knox box that the fire department can enter through and they do have that provided with this request," Woods said.
Staff recommended approval of the replat and preliminary site plan subject to Board of Adjustment approval of a variance to increase the permitted fence height in the front yard setback. Commissioner Bronzke moved to follow staff's recommendation; Commissioner Lolli seconded. The motion passed 8 to 0.
The agenda listed the site as 3.8 acres and noted the development is administrative office use to support the existing treatment plant to the north. The requested variances include permission to gate an access easement and a separate variance before the Board of Adjustment to increase fence height in the front yard setback.
