Senate Rules Committee advances resolution honoring coastal angler and volunteer Leonard Krug

The Oregon Senate Rules Committee voted to advance Senate Concurrent Resolution 19 on a recommendation that it be adopted, honoring the life and volunteer service of Leonard Krug.
Senator David Brock Smith, who represents Senate District 1 in southwest Oregon, introduced the measure and and described Krug as a “founding member of the Oregon Ambulance Alliance” and a relentless volunteer for coastal fishing and natural-resource causes. Representative Court Boyse, who represents parts of southwest Oregon in the House, also testified in support and described Krug’s long record of volunteering and work on hatcheries.
Anna Krug, Leonard Krug’s wife, testified remotely and recounted his lifelong dedication to fishing and habitat work. “Leonard was literally born with a fishing pole in his hand,” she said, describing how he taught himself digital tools to organize statewide volunteer efforts and stayed engaged with politicians, tribes and commercial fishermen to support fisheries and youth programs. She said Krug “spent countless hours” on Oregon Anglers Alliance work and that he died while halibut fishing.
Committee members offered brief remarks in support. Senator Manning said many public-service volunteers do not receive due recognition and expressed support for the resolution; Senator Golden offered a lighter recollection about the halibut that Krug was fishing when he died.
Vice Chair Bonham moved the measure out of committee with an "adopted" recommendation; the committee carried the motion by recorded voice votes and roll call. The committee recorded ayes from Senator Golden, Senator Manning, Senator Patrick, Vice Chair Bonham and Chair Jama. The resolution will be carried to the Senate floor for further consideration; the committee noted Senator David Brock Smith will carry the measure.
The resolution is ceremonial and carries no fiscal or policy changes. Testimony and discussion focused on Krug’s volunteer service to coastal fishing communities and youth hatchery programs rather than on legislative policy.
The committee closed the work session on SCR 19 and moved to the next agenda item.
