House Committee on Agriculture, Land Use, Natural Resources, and Water Chair Helm on Monday moved House Bill 3341 to the House floor with a due-pass recommendation and referral to the Joint Committee on Ways and Means. The bill would appropriate $5,000,000 from the General Fund to the Oregon Watershed Enhancement Board for deposit in the Community Drinking Water Enhancement and Protection Fund and declares an emergency, taking effect July 1, 2025.
The bill summary presented by committee staff said the measure carries no revenue impact and that a fiscal note has been posted to OLIS. The bill also carries a sub-referral to Joint Ways and Means by prior reference, the staff summary said.
Committee action proceeded by motion from Vice Chair Fingerh McDonald and was carried by voice vote after the committee indicated no formal opposition. Representative Boyce registered a qualified position, saying, “Just a reluctant yes.” Chair Helm closed the work session and confirmed the bill will proceed to Ways and Means as referred.
