“While we appreciate the continuation of the infrastructure task force in one more year, it has given us an opportunity to discuss the future role of the task force,” the minutes read; the group agreed the letter should list work the task force currently performs rather than propose an expanded remit.
Members discussed the pros and cons of recommending board status. Several said making the task force a board could lengthen its authorization beyond the current one- or two-year renewals; others cautioned the commission might be reluctant to create additional standing boards. Task force members also stressed the importance of framing the request as preserving the function—not perpetuating current members. One member said the communication should emphasize the group’s monitoring of consent orders, sewer and water break trends, bond-funded capital expenditures, public presentations, and stormwater program oversight.
The chair said he would draft a short preamble based on the prior chair’s language and return with a draft that enumerates the group’s ongoing activities and cites the part of the city ordinances that allow the commission to create boards. The task force asked staff to return the current resolution that authorizes the group and, if available, a recent ordinance or template for other advisory boards so members can compare roles and responsibilities.
Members requested that, after staff compiles the ordinance/resolution materials, the chair bring the draft communication back to the task force and that staff provide a neighborhood-level stormwater design example (Victoria Park was requested) at a future meeting as context for the group’s recommended role.
