Committee moves revised policy on interim/alternative instructional services, clarifies scope for home-hospital and juvenile settings

Policy staff presented revisions to Policy 417 (Alternative Instructional Services / Home and Hospital) and the policy committee voted to forward the revised draft to the board for first reading with minor changes requested.

Staff said the proposed title change to “interim instructional services” better captures services delivered outside the traditional school building on a short-term basis—for example home-and-hospital instruction for a verified health condition, instructional services during temporary placements, and related student-services instruction. The draft includes definitions for home-and-hospital teaching (HHT), verified health condition, and student-services instruction.

Committee discussion addressed wording concerns about the label “alternative” (which some community groups use broadly) and whether the policy should explicitly reference incarceration. Staff removed a direct reference to incarceration from the purpose statement but retained language describing juvenile-facility instruction and the district’s continuing responsibilities (for example, participating in individualized education program, IEP, processes when students are dually enrolled).

Staff explained juvenile-facility instruction is typically provided by the facility or state program; the district’s role is participation and continuity of services (especially where students have IEPs). The policy also directs the superintendent to develop implementing regulations.

A committee member moved to forward the draft to the board for first reading with the recommended title change and an added definition for interim instructional services; another member seconded and the committee approved forwarding the draft.
