The Houma‑Terrebonne Zoning and Land Use Commission and Regional Planning Commission on Feb. 20 approved a series of rezoning requests, subdivision plats, variances and a phased final approval, with staff recommendations and conditions attached to several items.
Key actions at a glance:
- Rezoning, 1141 Roussel Street (R1 → R2). Applicant Ty Raymond asked to allow a two‑family or mobile home placement on a vacant lot; staff said the request fit the zoning ordinance’s "change in conditions" criterion citing affordable‑housing need and that notices met requirements. The commission approved the preliminary rezone; the item will next go to the parish council for introduction and a public hearing (scheduled roughly 30 days later). Staff recommended conditional approvals where Department of Health letters, municipal addresses or drainage servitudes were outstanding.
- Imperial Landing Subdivision Phase C — final approval conditional on engineering punchlist. Staff and the developer agreed to correct items listed in an engineering punchlist (datum/benchmark on the plat, riprap at pond outlets, sealed joints, cracked panels and lighting). Staff recommended conditional final approval pending completion of the punchlist.
- Other administrative approvals. Items J‑1 through J‑6 were moved and approved by the planning commission during the administrative approvals segment.
A sampling of staff findings and conditions: staff repeatedly reported that public notice requirements were met and that they had received a small number of phone calls expressing no opposition on several rezones. For several subdivision approvals, staff required submission of utility letters, municipal addresses, a Department of Health approval letter where plumbing or on‑site sewage issues remain, or depiction of drainage servitudes on the final plat.
Ending: Approved rezones will be introduced at the parish council and set for public hearings; several subdivision approvals were conditional on outstanding engineering or health approvals and will return to staff or the commission after those conditions are satisfied.
