Board approves low bids for new bus barn; construction updates given on high school addition and Venture chiller project

The Tea Area School District 41-5 Board of Education voted to reject a nonconforming low concrete bid for a planned custodial and bus-maintenance facility and approved the remaining low bids so the project can proceed.
District presenters explained the proposed building would be sited south of the existing transportation building and include two concrete-floored maintenance stalls (for mowers and equipment), four single-bus stalls with gravel floors, a small office and restroom. The district reported five bid categories; the low bids in most categories were competitive, but the lowest concrete bid (from Elevated Companies) omitted a required scope and therefore was rejected. The district will award the concrete work to the next lowest bidder, Pro Contracting, and proceed with the other low bids.
Project budgets and timeline: the district said it has $350,000 allocated in the capital outlay budget. Bid tab totals were reported as “just over $300,000,” and after adding engineering (Stockwell), fiber/Internet, building permit, builders risk insurance and a contingency, the total estimate rose to about $377,000. Presenters noted the district’s tax-exempt status should reduce the final contractor billing for sales tax. The board heard a plan to begin work in April, weather permitting, and finish by July or before school starts.
Separately, district staff provided a detailed update on the high school addition. Construction crews have installed stairways (handrails pending from the steel manufacturer), roof parapet caps are complete, main floor concrete pours are underway and expected to finish soon pending warmer weather, HVAC and plumbing rough-ins are progressing, and interior finishes (painting, ceilings, carpet, tile) are being installed in completed areas. The project team said they expect more furniture and equipment deliveries this month and continued punch-list work on the Venture chiller/ice project, which is awaiting startup when temperatures allow.
Board members approved two motions during the capital-project discussion: 1) to reject the nonconforming concrete bid and 2) to award the remaining low bids as presented. Both passed by voice vote with no opposition recorded.
