Commission sets bid dates for road projects, keeps Burrows for bridge inspections and adopts seasonal weight limits

Lawrence County commissioners approved several highway-related actions at the Feb. 11 meeting: the board set bid dates for multiple road maintenance contracts, authorized the county to continue using Burrows Engineering for National Bridge Inspection Standard (NBIS) work, and adopted a resolution establishing seasonal weight limits.
Highway staff asked the board to advertise and set bid-opening dates for the 2025 chip-seal and fog-seal program and for crack-and-route sealing. "We got the authorization to go to bid for our chip seal and bog seal for $20.25, requesting advertisement to set a bid for February at 08:30," the highway representative said. The board set the February bid opening and scheduled March 11 for annual supplies (magnesium chloride, asphalt, gravel, culverts and related materials).
Commissioners also moved to continue using Burrows (Burrows Engineering) as the county's bridge consultant for NBIS inspections and related bridge work; the motion carried on voice vote. "I would recommend that we stick with Burrows who is currently doing all of our bridge work now," highway staff said.
Separately, the board adopted Resolution 2025-08 establishing seasonal road weight limits and a letter requesting enforcement by the state highway patrol. Commissioners said limits are applied routinely to protect roads in spring thaw conditions; staff noted the county generally follows state guidance and will send a letter requesting state enforcement of the limits.
The board also approved advertisement of annual supplies and set bid-opening procedures for March. All motions were approved by voice vote; no roll-call tallies were recorded in the public transcript.
Highway staff and commissioners said a statewide weather and frost index would inform the timing of weight-limit enforcement, and the county will notify the public when limits are in effect.
