Natural Resources committee to draft comments on large Forest Service projects affecting Lawrence County

Members of the Natural Resources Committee told the Lawrence County Commission they will prepare formal comments on multiple U.S. Forest Service projects that affect county watersheds, timber resources and recreation.
Committee members reviewed the North Sand (Norwe) forest-management proposal and other large-scale projects that would allow steep-slope harvesting, extensive prescribed burning and slash mastication. Committee speakers said portions of the project area had been logged decades ago and contain old skid roads and trails visible in lidar imagery; they urged careful analysis of steep-slope methods, potential commercial timber loss during prescribed burns, and the high cost of mastication for erosion control on steep slopes.
"Some of these could be mitigated and make it more accessible for logging," a Natural Resources Committee member said, describing alternatives to high-cost mastication that include pre-commercial thinning to reduce fuels before burning.
Committee members said the Forest Service's current budget constraints and changes to internal funding priorities limit on-the-ground management capacity and that the agency's prior reallocation of timber-sale residual funds and trail-maintenance dollars has reduced available finance for local mitigation work. Committee members signaled they will produce a refined comment letter for the commission to review at the March meeting.
The county's Natural Resources Committee will also follow the 30-day public-comment periods for the Norwe Sands project and the SAVA (Sawbuck/Ambitious project) proposals and return recommended language for a commission vote. The committee emphasized protecting older, commercially viable trees from high-intensity prescribed burns and asked that the Forest Service consider alternatives that preserve timber value while reducing fuel loads.
Commissioners asked that the county solicit additional technical information from the Forest Service and from neighboring West River counties before finalizing a comment letter. The Natural Resources Committee plans to return to the full commission with recommended comments and proposed motions at the next regular meeting.
