City of White approves expanded water and sewer work; county OKs two right-of-way occupancies

The Brookings County Commission approved two right-of-way occupancy agreements allowing the City of White to add water and sewer replacement, plus full-street reconstruction at two intersections within county rights of way.
Banner & Associates project manager Cedric Hay told the commission the city had remaining funding from a prior bid and chose to add work on Main Street (east from Lincoln Avenue to County Road 25) and on Fifth Street (from approximately 100 feet west of County Road 25 east to Sherwood). The added work will replace water and sewer through those intersections and reconstruct the roadway sections atop the county highway.
Hay and county staff said the contractor intends to run two crews — one on Main Street and one on Fifth Street — and anticipated starting as soon as spring weather allows, with April identified as the likely start month. Each affected county-road intersection would be closed for an estimated 45 days while the contractor replaces utilities, rebuilds the road and lays asphalt. County staff and the contractor said they will try to place asphalt within that 45-day window to allow the county overlay project to proceed; the county’s paving notice to proceed will not be issued until the added work and asphalt placement are complete.
County staff described the detour route for through traffic as keeping vehicles on state highways (Highway 30 to Highway 29 and then to Highway 28) and said local detours would direct residents around the work inside the city limits. Commissioners asked staff to keep the commission updated; the motions to approve both occupancy agreements (identified in county records as agreements 25-10 and 25-11) passed unanimously on roll call.
The county emphasized coordination between Banner, the City of White and the county highway department so that the county paving schedule and city utility reconstruction align.
