Conway council approves grant application, airport ground lease, annexation and several departmental appropriations; waives ordinance readings

The Conway City Council on Feb. 25 approved a package of routine and policy items, including a MetroPlan grant application to convert street lights to LED in partnership with Conway Corporation, a ground lease at the Conway Airport, an annexation of about 67.52 acres, and several departmental appropriation and disposal measures.
Key votes and short summaries:
- Waive three readings for ordinances on the agenda (passed 6–0). The council voted to waive the typical three-reading requirement so the ordinances could be considered that night.
- Resolution R2504: Approve application for a MetroPlan climate pollution reduction grant, in partnership with Conway Corporation (passed 5–0). Council members were told the funding opportunity covers LED street-light conversion and requires no local matching funds; if awarded, Conway Corporation will implement and manage the project.
- Resolution R2505: Approve a ground lease for BB Bridal LLC at the Conway Airport (passed 5–0). Staff said the lease is a ground lease that charges a city fee of $0.30 per square foot per year; the tenant will construct and own a hangar and associated parking, paying the fee annually, and the hangar will revert to city ownership after the agreed term.
- Resolution R2506: Consideration to create a cleanup lien for 413 Garland Street (tabled). After extended discussion and public comment, the council tabled the item to the next meeting for additional documentary review (see separate article).
- Ordinance O2523: Annexation of approximately 67.52 acres off Nutter Chapel Road (passed 5–0). The planning commission had recommended the annexation; staff explained that 40-foot rights-of-way were dedicated to maintain county connections and that some small enclaves would remain under county jurisdiction for now.
- Police Department items: Disposal of a 2002 Acura from police inventory for auction, and two appropriation ordinances to return FY2024 reimbursement funds to department accounts (ordinances O2524 and O2525; all passed 5–0). Chief Harris told the council reimbursements included extra-duty services, grant proceeds and insurance recoveries.
- Conway Emergency Operations Center inventory disposal (passed 5–0). The council approved donating or disposing of old dispatch furniture that will be replaced by newly purchased furnishings.
The council also approved routine minutes and financial items earlier in the meeting: approval of minutes from the Feb. 11 meeting (passed 5–0) and the monthly financial report ending Jan. 31, 2025 (passed 5–0).
