Stephanie Case, executive community development project manager, and county staff explained that several municipalities had unspent allocations from 2021 — including Ecorse, Melvindale, River Rouge, Gibraltar and Huron Township — for demolition, senior services and public-service projects. Staff said Ecorse was originally awarded $300,000 for demolition but bid results required only about $63,000; other cities were unable to draw down small public-service allocations because of administrative problems such as a computer-system crash.
Case told commissioners the reallocation totals approximately $663,000 and will be moved into projects that currently need additional funds. Commissioners representing affected cities pressed staff for better notification and support; Commissioner Clemente asked for a meeting with staff to review each community’s status and to ensure cities receive timely notice when funds are at risk of being reallocated.
County staff said some projects completed under budget, producing small balances, and that reallocating those funds requires amending the action plan and completing additional environmental reviews when a new project is added.
Commissioners approved the modification. Several asked staff to schedule follow-up meetings with affected municipal officials to ensure funds can be used where intended.
