Cass County approves new Clerk/Register software contract, county clerk says it offers property-fraud alerts

The Cass County Board of Commissioners approved moving forward with a new computer system and software license agreement for the Clerk and Register of Deeds, the clerk told commissioners Feb. 20.
Monica (Clerk and Register of Deeds) said the county has used the same software since 2006 and experienced long delays in service from the incumbent vendor; she described the new vendor as vetted by the county IT department and said it will provide more features at a slightly lower cost.
Monica highlighted a property-fraud alert feature that the new system will provide free to residents: “So you can sign up. Any constituent can sign up online for free to receive an email or a text message if any document is recorded in my office with your name,” Monica said. She also said the county will use restricted funds for the purchase and will not request general-fund money.
A motion to move forward with the purchase was made and seconded; commissioners voted in favor. The clerk said the vendor has offered to work with county IT to provide some fraud-alert functionality earlier than the full system rollout and that the new system’s additional features will be promoted to the public after implementation.
No contract amount or vendor contract number was specified during the meeting; the clerk said IT had vetted the company and that the new system is expected to be implemented in the coming months.
