Shelby council passes zoning ordinance, advances several first readings and postpones two resolutions

The Shelby City Council passed Ordinance No. 34‑2024 on Jan. 20, approving amendments to area, height and lot‑size setback requirements in the city’s codified ordinances. The ordinance passed on third reading after roll‑call votes; Councilman Robb moved passage and Councilman Cutler seconded.
Council also conducted first readings for three 2025 ordinances/orders: Order No. 1‑2025 (amending council salaries), Order No. 2‑2025 (enacting a solar energy systems section), and Order No. 3‑2025 (establishing traffic impact study and access management policy). All three passed their first readings and were advanced for later consideration.
Two resolutions were taken up and postponed to the council’s first regular February meeting. Resolution No. 1‑2025, approving assessments for demolition at 1552 East Main Street and certifying assessments to the county auditor, was postponed because the council did not have enough members present to consider emergency legislation. Resolution No. 2‑2025, supporting the Ohio Municipal League’s challenge to an AT&T tariff filing at the Public Utilities Commission of Ohio, was likewise postponed.
A motion to enter executive session to discuss negotiations with public employees failed for lack of a second. The council discussed scheduling appropriation work sessions and proposed a tentative Saturday, Feb. 15 date for budget sessions; staff will circulate proposed dates by email. The meeting adjourned after a motion and roll call.
