On wastewater operations, Blochton said the city received a design‑phase loan award of $182,500 for the wastewater treatment plant’s sludge dewatering project. The loan carries a 0% interest rate over five years with annual payments of $36,500 and will cover engineering for the project; Blochton said a project kickoff meeting was scheduled for the day after the council meeting to confirm equipment specifications for bid documents.
Blochton also reviewed year‑end operational metrics for multiple departments: the streets division maintains about 70 miles of roads and applied 6,750 pounds of crack sealer; water distribution crews repaired 35 water main breaks and replaced four fire hydrants; the wastewater plant treated about 596,155,000 gallons for the year with an average daily flow near 1,742,000 gallons; and the utilities division completed 1,619 service work orders and repaired or replaced 75 street lights.
He reported total cash and investments for utilities of approximately $15,264,184.27 and summarized customer assistance figures: the Shelby Helpline fund provided about $12,700 in aid to 50 customers. Blochton asked departments to have appropriation information to the finance director by Feb. 8 to support the 2025 appropriation process.
Council members thanked staff for the utility work and for securing the AMP assignment and loan award. No formal council action was taken on the AMP assignment or the loan at the meeting; the items were presented as committee reports and for staff follow‑up.
