The Shelby City Council received a management letter for the Shelby City Health Department’s audit, acknowledged a single noncompliance finding and a recommendation, and voted to place the letter on file and publish it to the city website.
A presenter identified as Mister Moss summarized the audit findings, saying the management letter contained one noncompliance finding — tied to a missed deadline — and one recommendation relating to financial reporting. Moss described the matters as manageable and briefed the council on the items.
City staff provided additional detail. Staff member Crocker explained that health departments in Ohio undergo a separate biannual audit in addition to the city’s full audit and that the noncompliance related to a missed deadline for the February 2022 reporting cycle; Crocker said they have added calendar reminders and pursued continuing education to avoid repeat issues.
Councilman Martin moved, and Councilman McCulloch (recorded as second) seconded, that the council receive the management letter, place it on file and post it to the city website. The motion passed on roll call.
Why it matters: The management letter documents the auditor’s findings and recommended corrections; placing it on file and posting it is a transparency step and a routine part of governmental financial oversight. The council did not approve any expenditure changes during the action.
Officials described the noncompliance as a missed filing deadline (February 2022) rather than a broader control failure. No finding for recovery was reported in the management letter presented to the council.
