At a meeting of the Fostoria Law and Ordinance Committee, members voted to amend the previous meeting minutes to correct the date, closed consideration of a proposed city ordinance on lights as a nuisance, postponed traffic-control amendments until the safety service director returns in April, and set the next committee meeting for April 15 in Council Chambers.
The committee approved an amendment to the previous meeting minutes to change the recorded date from 12/18/2024 to 01/21/2025 and then approved the corrected minutes.
Councilperson Tom Baker presented a constituent request asking the committee to create a city ordinance treating certain lighting as a nuisance. After discussion and a review of existing law, the committee concluded the particular circumstance described did not appear to violate Ohio state law and therefore did not require new legislation. "We are able to address lights as a nuisance under Ohio state law," the statement read, adding that "we must simply be reminded to be good neighbors." The committee moved to close the item under new business with no further action.
Committee members agreed to postpone consideration of traffic-control amendments until the safety service director returns, which committee members said is expected sometime in April. A member moved to close that item under open issues until it can be presented with the director present.
During public comment, resident James Cunningham said he had followed directions from staff and council members in pursuing a complaint and told the committee he was not intending to be a nuisance. Resident Jill Fillator asked about a new event application process: "I guess I didn't realize that there was a new event process," she said. A staff member (Maddie) told Fillator the event paperwork and application process are still being worked on and that applications cannot yet be submitted.
The committee postponed the next Law and Ordinance Committee meeting to April 15 at 5:15 p.m. in Council Chambers and then adjourned at 5:21 p.m.
