Ironton — City staff described a D5 liquor permit application for Drifters Bar and Grill and council members discussed local permit limits and food-service requirements during the Ironton City Council meeting.
Michael (city staff) told the council that a D5 permit “allows us to sell beer and any intoxicating liquor at retail, only by the individual drink and glass or from the container for consumption on the premises where sold and to sell the same products in the same manner and amounts, not for consumption on the premises as may be sold by orders of a D1 or a D2 permit.” He also said a D5 permit holder may sell beer and intoxicating liquor from 5:30 a.m. until 2:30 a.m. the following day.
Council members asked how broadly a D5 differs from other classifications and whether the city or the state sets limits on how many such permits are allowed. Michael said the state determines how many permits are allowed per area, though the city’s Revitalization District — a local designation intended to spur business in the downtown corridor — contains most of the currently available D permits.
Council members noted that D permits are tied to food-service requirements. One member said several restaurants downtown do not serve on Sundays and therefore do not use Sunday sales; Michael confirmed the D permits are for establishments that meet the city’s food-service and sales-ratio requirements.
Council did not take a final vote on the Drifters Bar and Grill application during the meeting. The council’s stated role is limited to determining whether a public hearing is needed before the state issues or finalizes a liquor permit.
