Council denies special use permit for massage business at Edmonds Lane location

The Lewisville City Council voted 6–0 to deny a special use permit for a proposed licensed massage therapy business at 1010 Edmonds Lane (Suite 107). The Planning and Zoning Commission had recommended denial at its Jan. 21 meeting, and council members upheld that recommendation after the public hearing.

Applicant representatives and supporters told the council the intended operator, Michelle (surname in record), is properly licensed and sought the Edmonds Lane location for cost reasons. “She has a personal massage license in January 2024 and an establishment license in October 2024,” a supporter told the council and provided those licenses to staff, according to the applicant’s representative.

Opponents pointed to online reviews and to a pending or previously filed complaint in another jurisdiction that the city and the applicant said the Flower Mound Police Department has not released. Councilmembers said the inability to review certain investigative materials increased their concerns about approving a permit tied to allegations of illicit activity reported in other jurisdictions and on review sites.

“I would like to see that report,” one councilmember said during the public hearing; staff and the applicant said they had requested records but had been told by the other jurisdiction that the records were sensitive and not released under the open‑records request.

The city’s staff report noted that a special use permit is required under the Unified Development Code because of the location’s history and the nature of the requested use; the Planning and Zoning Commission recommended denial by a 7–0 vote. Following the council’s vote to deny the SUP, the applicant may pursue other sites or appeal/seek reconsideration through the city’s normal permitting process.
